The Chairman, Keith Allen, presented an Agenda which the meeting addressed.
All unanimously agreed that the CRHR must be promoted, expanded and developed to ensure that it equips all the Clubs with the correct referring structure, and the regions with support for the development of and to increase Referee numbers.
This is to be achieved in various ways but will have to commence within the Regions, as described within the document originally presented at the inaugural CRHR meeting held in Peterborough in 2009.
It was agreed that the Referee’s grading will now commence with a Provisional Grade. This can be achieved by any age level, subsequent to completing the Test Paper adequately and undertaking an interview and practical test.
The Grading structure is now, Provisional, 4, 3, 2, 1. With 1 being International level. Only Level 2 and above can referee Premier League games.
The Refereeing categories for the various ages were agreed as follows:
Under 17 years, can Referee Under 15’s down to and including Under 9’s.
Under 15 years, can Referee Under 13’s down to and including Under 9’s
Under 13 years, can Referee Under 11’s down to and including Under 9’s.
Any Referee above 17 years, with the appropriate grade, can referee any age group, but initially, at Senior level only with an experienced Senior Referee.
All referee’s, certainly all those above the age of 16 years of age must be CRB checked and their number displayed on their Referees’ licence.
It was also agreed that every game must be attended by a minimum of two Referees.
The Regions are to provide, to the new Provisional Referee’s, at a token cost of say between £5 and £10, a Referee’s wallet equipped with cards, standard CRHR Referee shirt, approx. cost £15-£20 and a whistle approx cost of £6 and certificate.
Licence’s must all have numbers 1, 2 and so forth, but all pre-fixed by the Region letters, eg. SE (South East), SW (South West), NC (Northern Counties), EC (Eastern Counties).
Game Protocol
The CRHR believe that the clubs must be made aware that the following protocol for each game is observed.
As is currently observed, the two teams will come together, salute each other and in turn shake hands prior to the commencement of the game, under the observance of the two referees. At the completion of the game it is essential that both teams, form an orderly line, salute the crowd and then shake hands with each other again. Also all players to remain on the rink until they have shaken the hand of each Referee in turn.
This is something that the clubs will have to ensure that their teams carry out which will be expected during all games especially national games.
Sponsors and Fees
Keith Allen confirmed that the CRHR sponsors are National Rail and Slapshot, Dave Fothergill confirmed that he had received the money from Slapshot and was awaiting the money from National Rail.
He also confirmed that three clubs have still not paid their final instalments for the Referees’ fees for this current season. Dave Fothergill confirmed that these Clubs will be contacted to settle these outstanding sums. Keith Allen confirmed that unless this debt is cleared the Clubs concerned will be unable to enter the Premier League this coming season.
Treasurers Report
Although not fully up to date, due to various issues, Dave Fothergill reported that currently there is a small surplus which will be contributed towards funding Referees for the National Cup Finals, to be held at the Pier on 24th July.
The sponsor money has enabled the CRHR, via Keith, to purchase new polo shirts, these were displayed at the meeting. All present agreed that these were acceptable and will be issue to all Premier League referee’s, one white and one black. Keith hopes to have these available for those Referee’s officiating at the National Cup Finals. However the standard uniform for the season 2010/11 is the following: white or black shirt, this will depend upon the team playing and the colour of their strip, black trousers and black shoes. No other uniform or dress will be allowed.

Both Ken Pughe and Stewart Henderson are willing to substitute for any Referee’s either not available or unable to attend.
The above information is to be sent to Billy Wells and all the named Referee’s to get their confirmation that they are able to attend.
Regional Development
Regional Officers are to be responsible for driving the Referee’s development forward and collating details of all Referee’s and their activities during the season. Keith Allen confirmed that the Allen Mezzanines Cup, although not currently shown on the National Calendar, may be introduced during the weekend of the 11/12 September replacing the Under 17’s Regional Development. Referees can be assessed during this tournament if held, however this is to be advised and confirmed.
