The CERH sent this explanation of the new penalty rule to the
NRHA;
Article 44 – PENALTY SHOT
Point 2
The player who carries out the penalty shot must shoot directly
towards the goal cage of the opposite team, with a dry hit of his
stick, at the referee’s whistle. That player is not allowed to
simulate the shoot or carry the ball in the direction of the cage.
After having hit the ball, he is allowed to play it again, only after:
1. the ball has touched the goalkeeper;
2. the ball has touched the outer part of the goal cage;
3. the ball has bounced back on the fence.
Point 5.1
The goalkeeper is not allowed to leave the goal line. He must
place himself on the goal line; remain on his skates, his stick
touching the front part of the skates, but not upon the skates.
The goalkeeper is allowed to move his hand without stick, as
long as this movement goes upwards and downwards on the
goal line, but may in no case go beyond that line.
Point 6.1
After the referee’s whistle, the ball remains in play, the game
commencing again. The goalkeeper may then move exclusively
inside his protection area.
If the goalkeeper, moves or leaves his protection area and a goal
is scored, the Advantage Rule must be applied and the goal
awarded. If no goal is scored, the penalty must be repeated, and
the goalkeeper must be given a verbal warning.
Point 6.2
When the goalkeeper moves before the referee whistles for the
penalty to be carried out, the referee will give the goalkeeper a
verbal warning.
When the goalkeeper keeps on moving before the referee’s
whistle, the referee will show him the yellow card. If the
goalkeeper still continues to do the same, the referee will show
him a second yellow card (blue card).
